Ukraine, Russia report hacking attacks on emergency alert apps

Ukraine and Russia have both reported cyberattacks targeting applications used to send emergency alerts to the public. Meanwhile, Zelenskyy said Ukraine will stop refinery strikes if the US sends Patriot missiles.
