CIA Director Ratcliffe Makes Unannounced Trip to Moscow for Intelligence Talks

United States Central Intelligence Agency Director John Ratcliffe made an unannounced trip to Moscow this week to hold talks with Russian officials. The visit was revealed on Tuesday after a U.S. Air Force plane landed at an airport in the Russian capital and video footage showing a diplomatic motorcade moving through the city surfaced on social media platforms.

Multiple media outlets, including The Wall Street Journal, Politico, and CBS News, reported that the trip aimed to deliver a direct warning to Russia regarding potential attacks on NATO members. Citing unnamed sources familiar with the matter, CBS News reported that Ratcliffe also raised the topic of Iran during his discussions, cautioning that Washington could impose secondary sanctions if the Strait of Hormuz is not reopened to international maritime traffic.

The warning regarding Iran comes as a conflict involving the United States, Israel, and Iran enters its sixth month. The U.S. administration has previously threatened secondary sanctions against major economic partners of Tehran in an effort to restrict Iran’s economy. While Russia maintains long-standing economic and military relations with Iran, other prominent trading partners include China, Turkey, and the United Arab Emirates.

During an interview on Wednesday with media host Glenn Beck, U.S. President Donald Trump characterized the intelligence meetings in Moscow as “semi-routine.” Trump remarked that “something may come out of” the discussions and expressed a desire to see an end to the conflict between Russia and Ukraine.

In Moscow, Kremlin spokesperson Dmitry Peskov confirmed that intelligence-level contacts took place, according to Russian state news agency Tass. Peskov stated that Ratcliffe did not meet with Russian President Vladimir Putin and declined to specify whether topics such as the situation in Ukraine or Iran were raised during the discussions. Spokespersons for the CIA and the Russian Embassy in London did not immediately provide comments when contacted.

The visit takes place amid an intensified exchange of long-distance missile and drone attacks between Russian and Ukrainian forces. Ukrainian President Volodymyr Zelenskyy recently urged international allies to supply additional air defense systems and ballistic missile interceptors, stating that Russian forces have increased strikes against cities across Ukraine.

Katia Glod, a foreign policy analyst at the New Eurasian Strategies Centre think tank, described the trip as unusual but noted the importance of direct contact between Washington and Moscow. Speaking to CNBC, Glod highlighted recent hybrid security incidents in countries like Germany and Britain, stating that escalating tensions necessitate stepped-up levels of bilateral communication.

Direct meetings between high-ranking U.S. intelligence leaders and Russian counterparts in Moscow are rare. The last publicly known trip by a CIA director to the Russian capital took place in November 2021, when then-Director William Burns traveled to Moscow to warn Russian officials against invading Ukraine. Russia launched its full-scale invasion of Ukraine a few months later, in February 2022.
