U.S. Treasury Secretary Scott Bessent addressed the Republican midterm convention in Dallas on Wednesday, becoming the first sitting Treasury chief to speak at a national political convention in 50 years. His appearance comes as the Treasury Department attempts to calm government debt markets amid rising borrowing costs.
During his prime-time address, the 64-year-old former hedge fund trader praised President Donald Trump, claiming “everything from GDP to factory payrolls is firing up” under the current administration. His appearance breaks with a multi-decade tradition of Treasury secretaries keeping a distance from partisan campaign events to protect their market authority.
Bond Market Operations and Yields
Bessent’s speech coincided with new moves by the Treasury Department to buy back up to $6 billion in long-term debt this week. The department added that future buyback operations later this year would be capped at a minimum of $4 billion.
The Treasury initiated debt buybacks in 2024 to support liquidity in thinly traded debt markets. Although an initial expansion of buybacks announced on Aug. 19 temporarily reduced yields, the market relief was brief. Yields on long-term government debt climbed on Wednesday, with the 10-year Treasury note reaching 4.84% midafternoon, the highest point of Trump’s term.
Higher bond yields increase costs for consumers seeking auto loans and home mortgages, while boosting yields for debt investors.
Precedent and Political Norms
Financial analysts emphasize that market credibility is essential for a Treasury secretary, as the department manages government debt without the money-printing powers of the Federal Reserve. No active Treasury chief had spoken at a political convention since William E. Simon in 1976.
Former Treasury Secretary Janet Yellen stated, “I was never asked to speak at an explicitly political event” during her tenure, citing compliance with the Hatch Act. The 1939 law places restrictions on political activities by executive branch officials. Previous Treasury secretaries who took part in conventions, such as James Baker in 1988 or Robert Rubin in 2000, either resigned or had already left office prior to their appearances.
Political Profile and Future Plans
Bessent has repeatedly defended the administration’s economic policies while criticizing former President Joe Biden’s record. The Treasury Department did not respond to requests for comment regarding the political nature of his speech.
Addressing speculation about a potential run for the U.S. Senate seat left vacant by the death of Lindsey Graham in July, Bessent rejected the idea. Bessent told students at Southern Methodist University on Tuesday, “I have one very demanding boss right now,” adding that he had no plans to seek public office.
Background
The U.S. Treasury Department manages federal finances, issues government debt, and oversees national borrowing. Unlike the Federal Reserve, the Treasury cannot create money or adjust interest rates directly, relying instead on investor confidence and market credibility during treasury auctions.
