Mistral AI Valued Above €21 Billion in Samsung-Led Round

French artificial intelligence startup Mistral has raised 3 billion euros ($3.5 billion) in a fresh funding round led by South Korean memory chip maker Samsung. The investment elevates the Paris-headquartered company’s post-money valuation to more than 21 billion euros as it seeks to position itself as a major European competitor to American rivals such as OpenAI and Anthropic.

Infrastructure and Computing Expansion

Mistral chief executive Arthur Mensch said the new capital will be used to build out infrastructure, including the construction of company-owned data centers and renting computing power. Mensch stated that the compute capacity owned by the company is projected to grow by approximately 100% over the next five years, with a long-term goal of relying entirely on self-built capacity. The capital will also support training larger and faster AI models.

Enterprise Focus and Investor Backing

In addition to lead investor Samsung, the funding round included existing investor PSG Equity and the Scaleup Europe Fund. Managed by EQT, the Scaleup Europe Fund counts the European Commission, Novo Holdings, and Santander among its backers. Mistral’s business model centers on open-weight AI models and customized enterprise integration rather than closed, proprietary systems. The startup currently integrates AI into the manufacturing operations of Dutch chip equipment company ASML and plans to pursue a similar focus with Samsung.

Revenue Growth and Geopolitical Strategy

Mensch had previously forecast that Mistral’s annual recurring revenue would pass $1 billion this year. Following the new funding and partnerships, he stated he expects the firm to beat that figure, though he declined to provide a revised estimate. Mistral is positioning its products to meet demand for regional tech independence, frequently termed sovereign AI, offering an alternative to U.S. and Chinese technology platforms. Addressing competition from Chinese AI developers, Mensch noted that Chinese labs do not directly serve enterprise clients outside China. He added that relying on Chinese models presents risks regarding export restrictions and long-term upgrade support.

Background

Mistral was founded in Paris to create European alternatives to generative AI models developed in the United States and China. A year prior to the current funding round, the firm was valued at 11.7 billion euros following an investment round led by Dutch semiconductor equipment company ASML.

European policymakers and tech leaders have increasingly pushed for sovereign AI infrastructure to ensure local businesses retain control over proprietary data and technological access.
