United States military forces executed airstrikes against Iranian rocket launchers on Larak Island in the Strait of Hormuz following a month-long pause in strikes. The US military stated that the operation was conducted after Islamic Revolutionary Guard Corps (IRGC) forces prepared to launch rockets loaded with sea mines into the strategic waterway. The claim that Iran has modified land-based rocket systems to deploy naval mines marks an unprecedented development in regional naval tactics, though maritime security experts remain divided on the system’s technical viability.

US Strikes and the Fajr-5 System

The US military cited the threat of rocket-launched sea mines as the primary reason for resuming strikes against Iranian positions on Larak Island. Official military statements asserted that IRGC personnel were actively preparing to launch the mine-loaded rockets into commercial shipping channels. Reports regarding Iranian efforts to use missiles for sea mining have circulated for months, following a January 2025 Iranian state television broadcast that highlighted the Fajr-5 Multiple Launch Rocket System (MLRS) as a weapon for mining the strait.

Sidharth Kaushal, a naval warfare specialist at the Royal United Services Institute for Defense and Security Studies, noted that Iranian forces have tested Fajr-5 launchers for this role over an extended period. Deploying mines via land-based rocket launchers allows for significantly faster operation compared to naval vessels. Kaushal explained that firing from land reduces setup time and limits the opportunities for US forces to detect and counter the threat.

Technical Challenges and Expert Skepticism

Despite potential strategic advantages, several defense analysts expressed doubt regarding the practical execution of rocket-delivered mines. An anonymous maritime conflict specialist described the claimed capability as puzzling, while Dirk Siebels of Risk Intelligence noted that using land-based launchers for naval mines would be a novel method. Siebels added that unguided mine deployment into the shared waterway was rather reckless, as unmapped mines also pose hazards to Iranian merchant shipping.

Physical impact forces present a significant technical hurdle. Harlan Ullman, a former US Naval officer, stated that using rocket launchers to deploy mines was unlikely because the munitions were highly likely to be damaged upon impact with the water. Addressing this vulnerability, Mark Hilborne of King’s College London suggested that impact forces could be reduced if the deployed mines were fitted with small parachutes.

Payload weight and targeting accuracy create additional constraints. Kaushal explained that naval mines require heavy warheads to cause structural damage to ships. Because long-range rockets require lightweight payloads to travel far, fitting effective mines into a single rocket warhead is difficult. Furthermore, rocket-launched mines tend to scatter upon release, making precise placement difficult and leaving even Iranian forces uncertain of their exact locations.

Strategic Implications

If functional, rocket-delivered mines would provide Iranian forces with a workaround following naval losses. US President Donald Trump and Pentagon officials previously claimed that military actions had completely destroyed the Iranian navy. Shahin Modarres, an Iran analyst at the International Team for the Study of Security in Verona, stated that adapting rocket artillery allows Iran to demonstrate tactical ingenuity and maintain defensive capabilities despite the loss of its surface fleet.

The Strait of Hormuz is a vital international maritime passage for global oil and cargo transport. Historically, Iranian forces have deployed sea mines using small fast boats, small submarines, or low-altitude aircraft. Mines can be anchored to the sea floor, moored beneath the surface, or left submerged to detonate when detecting passing ships. Mine warfare presents severe hazards to commercial shipping, as underwater explosives are difficult to detect and map once released into open waters.
